The Closing Review Meeting for the Research and Practice (Production Logistics) Project on Shanghai Qualifications Framework Was Successfully Held

 In the afternoon of March 18, the Closing Review Meeting for the Research and Practice (Production Logistics) Project on Shanghai Qualifications Framework, which was commissioned by the Lifelong Education Department of Shanghai Municipal Education Commission and carried out by the SBS Lifelong Learning Development and Evaluation Research Center, was successfully held and attended by Deputy Director Huang Feng of the Lifelong Education Department of Shanghai Municipal Education Commission and some members of the project team. A total of 6 experts from Shanghai Open University, Tongji University, Shanghai Peng’an Shipping Co., Ltd., Yunda Ltd., Shanghai Xuesheng Industrial Co., Ltd. and MUJI respectively were invited as members of the review team. The meeting was hosted by Chen Wei, Director of SBS Lifelong Learning Development and Evaluation Research Center.

The Scene of the Closing Review Meeting

Director Chen Wei first introduced the project research background and objectives. The National Qualifications Framework (NOF) is a continuous and structured hierarchy of national qualifications based on certifications of knowledge, skills and competencies to bridge various learning achievements. Shanghai is an important pilot city for building the NQF, and constructing Shanghai qualifications framework is an important measure responding to the national education plan and establishing a lifelong learning system and learning society. This project aims to develop a unified qualifications framework system upon integrating production logistics vocational qualification requirements and academic diploma system, determine the levels within the production logistics qualification framework, divide the qualification levels according to learning outcomes, determine the knowledge, skills and problem-solving abilities required by different levels, establish a complete framework, and bridge the gap between vocational qualification requirements and academic education.

Associate Professor Yin Yanhai, a member of the project team, presented a report on the project from the aspects of research content, process and results. Based on fully considering the integrity of the vocational education system and the convergence with general education, the project completed the design of the 6 levels of the framework and the 8 main functional areas of the production logistics competency standards according to the six benchmark competency levels and the three dimensions of knowledge, skills and problem-solving ability. The project combines China’s NQF, the results of researches related to Shanghai qualifications framework and the specific situation of logistics industry development, and finally forms a complete set of production logistics industry competency standards for Shanghai lifelong education qualifications framework.

The experts carefully reviewed the project after reading the project materials and listening to the reports, conducted focused discussion, and formed a review opinion. They unanimously agreed that the project focuses on the realistic development needs, targets the actual employment needs and talent training objectives of enterprises, and forms a complete production logistics industry competency standard as well as identification and assessment implementation plan. Besides, it is deemed that the project results with rich content have important practical significance and promotion value. They all agreed that the project passes the acceptance check. The reviewers also suggested that the project should further expand the trial scope of enterprises, improve the applicable data of enterprises, and provide richer data support to promote the implementation of Shanghai logistics industry (production logistics) qualifications framework, thus forming a more perfect qualifications framework system.

Deputy Director Huang Feng highly affirmed the concrete practice and achievements of the project team, and hoped that the team would advance the research at the optimized direction and promote the implementation and application of the project.

The project team will further strengthen the understanding, improve the standard and deepen the practice by combining the opinions and suggestions made by the leaders and experts, so as to provide more experience for the research and practice of constructing Shanghai qualifications framework.
