Forging a New Chapter in Belt and Road Legal Cooperation —Nepalese Judicial Elite Visit the China-SCO International Judicial Exchange and Cooperation Training Base

On the afternoon of May 9, the Nepal Judicial Practice Seminar, sponsored by the Ministry of Commerce (MOFCOM) and hosted by the MOFCOM Training Base for International Business Officials (Shanghai), conducted an exchange visit to the China-Shanghai Cooperation Organisation International Judicial Exchange and Cooperation Training Base (hereinafter referred to as the "SCO Judicial Training Base"). The event was chaired by Zhang Shaoying, Deputy Director of the SCO Judicial Training Base Office at Shanghai University of Political Science and Law. Attendees included Luo Ligang, Vice President of Shanghai University of Political Science and Law and Executive Deputy Director of the SCO Judicial Training Base Office; Sun Liuhua, Deputy Director of the Training Department of the Base; and Chen Wei, Party Secretary of the College of International Education of Shanghai Business School (SBS).

Attendees included Luo Ligang, Vice President of Shanghai University of Political Science and Law and Executive Deputy Director of the SCO Judicial Training Base Office; Sun Liuhua, Deputy Director of the Training Department of the Base; and Chen Wei, Party Secretary of the College of International Education of Shanghai Business School (SBS).

Luo Ligang, on behalf of the Base, delivered a welcome speech. He briefly introduced the Base's development history, training characteristics, and international cooperation achievements. Luo Ligang emphasized that China and Nepal are good neighbors, good friends, and good partners connected by mountains and rivers. He expressed hope that this event would further deepen exchanges and strengthen cooperation, and that the Base would serve as a bridge for Sino-Nepalese judicial exchanges, jointly promoting the prosperity and development of the judicial undertakings of both countries.

During the event, Professor Yin Min, Vice President of the Belt and Road Security Research Institute at Shanghai University of Political Science and Law, delivered a special report entitled "The Belt and Road Initiative and China's Foreign Economic and Trade Investment Legal System". She discussed with the trainees the profound impact of the Belt and Road Initiative and China's legal policies on the trade and economic development of participating countries. After the lecture, both sides engaged in in-depth exchanges on topics of interest such as combating the financing of terrorism (CFT), anti-money laundering (AML), and cybercrime. Deepak Bhandari, Registrar of the Birgunj Branch of the Janakpur High Court of Nepal, stated that China's legal culture has a long history and profound heritage, and China's judicial system and judicial practice experience have brought them great inspiration.

This event, taking judicial exchange as a link, injected legal impetus into the joint construction of the Belt and Road Initiative by China and Nepal. Both sides reached a consensus on legal talent cultivation, institutional mutual learning, and dispute resolution cooperation, laying the foundation for building an open, inclusive, and mutually beneficial regional rule of law community.

The Nepal Judicial Practice Seminar lasted 14 days and included 31 trainees from various Nepalese departments, including the Ministry of Law, Justice, and Parliamentary Affairs, the Supreme Court of Nepal, and the Prime Minister's and Cabinet's Office.
