Shanghai Business School's Seminar on Civil Judicial Assistance Practices in Uzbekistan and China Launched Smoothly

On the afternoon of August 19, the Opening Ceremony of the Seminar on Civil Judicial Assistance Practices in Uzbekistan and China, sponsored by the Ministry of Commerce and hosted by the MOFCOM Training Base for International Business Officials (Shanghai) of Shanghai Business School, was successfully held at the Caobao Road Campus. Chen Wei, Secretary of the Direct Party Branch of the College of International Education of Shanghai Business School, and Zhai Wei, Associate Professor at the School of Economic Law of East China University of Political Science and Law, attended the opening ceremony and delivered speeches.

Since the establishment of diplomatic relations between China and Uzbekistan in 1992, bilateral relations between the two countries have continued to develop healthily and steadily, and political mutual trust has continued to deepen. In 2023, the two heads of state jointly announced the implementation of a community of shared future at the bilateral level between China and Uzbekistan, marking a new era in bilateral relations. The Treaty Between the People's Republic of China and the Republic of Uzbekistan on Civil and Criminal Judicial Assistance, which came into effect in the same year, laid a solid legal foundation for deepening judicial cooperation between the two countries. In this context, the holding of the Seminar on Civil Judicial Assistance Practices in Uzbekistan and China is a concrete measure taken by both sides to actively implement the important consensus reached by the leaders of the two countries and promote the construction of a community of shared future between China and Uzbekistan. It aims to enhance mutual understanding, improve the efficiency of judicial assistance, facilitate joint efforts in safeguarding the legitimate rights and interests of citizens and legal persons of the two countries, and constantly enrich the legal connotation of the China-Uzbekistan comprehensive strategic partnership in the new era.

Chen Wei pointed out that China's rule of law is an important cornerstone of international exchanges, and cross-border civil and commercial judicial assistance is directly related to the deepening of international economic and trade cooperation, the convenience of personnel exchanges, and the protection of the legitimate rights and interests of the parties involved, as well as an important embodiment of the country's high-level opening up and its ability to participate in global governance. He stressed that, as the venue of the project, Shanghai has accumulated rich experience in the practice of civil judicial assistance, and the seminar should fully leverage Shanghai's location and resource advantages to help Uzbek colleagues gain a deeper understanding of China's relevant systems and practices, and further deepen the pragmatic cooperation between China and Uzbekistan in civil judicial assistance and talent cultivation.

Zhai Wei pointed out that in recent years, China has achieved remarkable results in the field of civil judicial assistance, as reflected in the further improvement of digital and intelligent collaboration, the preliminary construction of inter-departmental cooperation mechanisms between law enforcement and judicial departments, the promotion of non-litigation dispute resolution mechanisms, and the further optimization of foreign-related civil judicial assistance mechanisms. He hoped that this seminar would provide functional reference and scenario reference for Uzbek participants, and contribute to the two-way friendly exchanges in the field of civil judicial assistance between China and Uzbekistan.

Mr. Abdulkhamid Omonov, Division Director of the Ministry of Justice, Supreme Court, and General Prosecutor's Office of the Republic of Uzbekistan, spoke as a participant representative at the event. He expressed his gratitude to the project organizer, Shanghai Business School, and all the staff on behalf of all the Uzbek participants. He said that the information and experience gained in this seminar will help improve the professionalism of civil judicial assistance-related work in Uzbekistan. At the same time, he hoped that this seminar would help deepen mutual understanding and promote effective cooperation between Uzbekistan and China in the judicial field.

The seminar lasts for 14 days, and a total of 20 participants from the Ministry of Justice, Supreme Court, General Prosecutor's Office, and state judicial bureaus of Uzbekistan participated in the seminar. During the seminar, participants will be organized to go to Changchun City, Jilin Province, for field visits and study.
