On the morning of November 12, the opening ceremony of the Seminar on Counter-Terrorism Cooperation of the Shanghai Cooperation Organization (SCO), hosted by the Ministry of Commerce and organized by SBS’s MOFCOM Training Base for International Business Officials (Shanghai), was held at the Caobao Road Campus. Chen Wei, Secretary of the Directly-Affiliated Party Branch of the International Education School, and Sun Pinjie, Associate Professor from the Big Data and Counter-Terrorism Research Center of Shanghai University of Political Science and Law, attending as an expert representative, were present at the ceremony.
Against the backdrop of the still severe global counter-terrorism situation, strengthening counter-terrorism cooperation within the SCO framework is of particular importance for maintaining regional security, stability, and promoting common development. This seminar is a significant measure to implement the SCO security cooperation consensus, aiming to deepen exchanges and cooperation among member states in the field of counter-terrorism. Through professional training and experience sharing, it seeks to further enhance the capabilities of member states in jointly combating terrorism.

In his address, Chen Wei, on behalf of the organizing institution, extended a warm welcome to the participants from various countries. He pointed out that terrorism is a common enemy of all humanity, and the SCO has consistently prioritized combating the “three evil forces” since its establishment. He stated that this seminar, upholding the “Shanghai Spirit” of the SCO, will undoubtedly contribute to building a closer SCO community with a shared future and strengthening its security defenses through in-depth exchanges and practical discussions.

In his speech, Sun Pinjie systematically analyzed the new challenges currently faced in the field of counter-terrorism. He stated that against the backdrop of accelerating digital transformation, terrorist organizations are utilizing digital technologies to expand their influence, making cyberspace a new battleground for counter-terrorism. Therefore, it is necessary to further expand digital intelligence sharing platforms, enhance joint training and simulation exercises, promote technology transfer and standards alignment, and collectively build an intelligent and efficient defense system.

Mr. Daniiar, Director of the Department of International Cooperation and Training under the State Personnel Service of the Kyrgyz Republic and Local Self-Government Authorities, expressed sincere gratitude to China on behalf of all participants. He reviewed the cooperative achievements between Kyrgyzstan and China under the Belt and Road Initiative, emphasizing the importance of strengthening counter-terrorism cooperation for maintaining regional security. As a representative of Kyrgyzstan, which holds the SCO rotating presidency for 2025-2026, he stated that Kyrgyzstan will actively fulfill its duties as the chair country and looks forward to deepening counter-terrorism cooperation with all member states to jointly address security challenges.

This seminar lasts for 14 days, with 30 participants from SCO member states including Armenia, Kazakhstan, and Kyrgyzstan. The seminar has invited renowned experts and scholars from institutions such as Shanghai University of Political Science and Law, Shanghai Jiao Tong University, and Shanghai Academy of Social Sciences to conduct specialized lectures. Additionally, participants will be organized to undertake a study visit to Hangzhou City, Zhejiang Province.
