Ministry of Finance and Ministry of Commerce Visited Shanghai Business School to Investigate Online Foreign Aid Training

On June 10, an investigation group led by Mr. Huang Minjie, 1st level Investigator of Department of Administrative Politics and Law of Ministry of Finance, Ms. Gui Yun, 2nd level Inspector of Foreign Aid Division of Ministry of Commerce and Ms. Du Zhaojun, Director of Foreign Aid Training Liaison Office of Training Center of Ministry of Commerce visited Shanghai Business School (SBS) to investigate online foreign aid training.

In the morning, the investigation group observed the Closing Ceremony for Seminar on Financial Cooperation for Spanish-Speaking Countries organized by our university. After the ceremony, our university showed them the online foreign aid training management service platform and live streaming platform. Later, an on-site investigation meeting was held, in which Ms. He Ying, Vice President of SBS, and Mr. Chen Wei, Executive Vice Dean of the College of International Education of SBS, attended the meeting. They investigated the implementation, the scope of financial development, the standards and the settlement models of online foreign aid training. Also our university reported the implementation, the specific difficulties and the suggestions. The investigation group highly affirmed the online foreign aid training work of our university, saying that our model is very distinctive and bright, providing a demonstration for Shanghai and the national foreign aid training contractors.

In the afternoon, Conference on online foreign aid training of Ministry of Finance and Ministry of Commerce was held in our university. In addition to the investigation group, Ms. He Ying, Mr. Chen Wei, Ms. Dai Ying,Vice Dean of the College of International Education of SBS, and representatives of Shanghai foreign aid training contractors including East China Normal University, China Pudong Leadership College, Shanghai Customs College, Shanghai Asia-Pacific Economic and Information Technology Talent Training Center, Shanghai Fosun Pharmaceutical Industry Development Co., Ltd. and China Railway Communications and Signal Shanghai Engineering Bureau Group Co., Ltd. attended the conference. The conference was presided over by Ms. Du Zhaojun.

At the conference, Ms. He Ying first extended a warm welcome to the leaders of Ministry of Finance and Ministry of Commerce and the representatives of other foreign aid training contractors. She said that with the strong support of Ministry of Commerce and other ministries and commissions, the foreign aid training has developed in an all-round way and fully served the national strategy. In the context of the epidemic, online training is imperative and extremely important. She hoped to take this conference to brainstorm and obtain the sustainable development of the combination of online and offline training in the future.

Mr. Chen Wei gave a speech from three aspects: the implementation, the problems and difficulties encountered, the online training financial system and financial settlement issues. He said that the university will restructure and promote the online training model based on quality, including constructing an online training model, building a distance learning platform, and expanding project enrollment channels. At the same time, he proposed improvement measures for the problems encountered in the training, including strengthening the support services, improving the platform’s functions continuously, and adjusting the evaluation standards.

Mr. Peng Liping, Director of International Teacher Education Center of East China Normal University, Ms. Wang Liying, Director of International Exchange Department of Shanghai Customs College, Mr. Wang Kemin, Deputy Director of Shanghai Asia-Pacific Region Economic and Information Talent Training Center, and Ms. Chen Lijuan, Director of Shanghai Fosun Pharmaceutical Industry Development Co., Ltd. also made speeches.

Finally, Mr. Huang Minjie and Ms. Gui Yun made responses and concluding remarks respectively. They all expressed that they fully understand the practical difficulties encountered by the various contractors in the process of undertaking the project, they emphasized that they will carefully study the results of this investigation, and further improve and optimize the financial management methods of online foreign aid training, so as to promote the high-quality development of China's foreign aid.
