Ms. Liu Beimin pointed out that infrastructure planning and construction is an important support for a country or a region's economic and social development and civilization. After years of accumulation, China has formed a complete industrial chain in infrastructure equipment manufacturing. As the related industries of infrastructure construction continue to go international, China is the world’s third-largest foreign investor and the largest foreign investor in developing countries and is actively promoting investment and cooperation in international infrastructure construction projects. She hopes that this Seminar can build a bridge of friendship between China and Latin America, and work together for China and Latin American countries to strengthen exchanges in multiple fields, deepen practical cooperation, and promote the building of a China-Latin America community with a shared future.

(Speech by Mr. Jorge Medado Bravo Medina)

Ms.Dai Ying said that this Seminar will not only share with the participating officials China's practical experience and research results in the field of infrastructure construction such as Shanghai’s overall urban planning and implementation, urban road planning, green construction technology, port and shipping engineering management and research, and rail transit planning ideas and concepts. But also will provide courses on China's national conditions and knowledge and experience sharing of Covid-19 prevention and control, so as to deepen the training officials' understanding of China's national conditions and China's fight against the epidemic. In addition, our university has also arranged tea art cloud experience courses, leading the officials to appreciate the purity and elegance of traditional Chinese tea culture.

Mr. Jorge Medado Bravo Medina, a regional structure expert from the Ministry of Transport and Public Works of Ecuador, delivered a speech on behalf of all the participants. He said that the adequate planning, implementation and operation of infrastructure projects is one of the basic pillars of national development and can improve the quality of people’s lives all over the world. He hopes to learn about China's concepts, practices and policies in the process of large-scale infrastructure construction through the Seminar, so as to promote the development and cooperation of infrastructure construction in their countries.
